I propose an elevated plaza in the shape of the Las Vegas sign with dual stairways. The rear of the plaza would have a wall with all 60 names of the victims. In the rear-center of the plaza would be a fountain on a pedestal. This fountain would have 60 hands reaching up to a globe at the top, which would represent eternity, the universe, their faith, or their missed goals in life. From the top of the globe would be recycled water that would cascade down from the globe to the reaching arms below.
